Lewis D. “Luke” Rich is President of Rich Results Inc. a multi faceted business consulting and representation company. The company represents private companies in Washington, D.C., Ottawa, Canada and Albany, New York assisting in their efforts to secure assistance for cutting edge business development. Rich Results also assists business organizations and associations in their efforts to influence Canadian and US trade and security policy and helps them develop and implement innovative business attraction strategies. The company also, specializes in assistance to nations seeking foreign direct investment and economic development, providing economic development attraction strategies for nations in the Caribbean, Eastern Europe, and Central Asia. The company also acts as supervisory consultant to regional economic development and tourism strategy projects.
Prior to forming Rich Results, Mr. Rich was VP/Regional Director for NY State’s economic development agency, Empire State Development, in the 5 county Western New York area. He supervised a staff which designed and is building a $47 million urban entertainment project on the waterfront in Buffalo, NY stimulating over $150 million in private sector development.
He also supervised the delivery of over $50 million in economic development assistance to companies moving to and expanding in the WNY area. He created and managed a small and micro business loan program serving disadvantaged areas in Western New York. Mr. Rich helped to create a program for identification of Foreign Direct Investment prospects. As a result of this program New York State had a 30% increase in FDI.
Prior to his tenure with ESD he served as Executive Director of the Committee on Economic Development and Committee on Tourism Recreation and Sports Development in the NYS Senate, helping to write legislation establishing economic development policy for the state of NY including a complete recodification of the State’s economic development incentive program and implementation of new federal workforce development legislation.
